Is there anyway to block off on te schedule dates that a technician is off on holidays or when our business is closed?

To block off time for a specific employee, you can set up a scheduled event for him/her in the scheduler. Just click the timeslot you'd like in the scheduler and select 'Add Scheduled Event':

You will then be able to set up the event, assign it to the user with the vacation:
